The Women’s Empowerment Desk (WED), under the Department of Finance of the Central Tibetan Administration (CTA), was established in 2008 with the mandate to implement the CTA’s Women’s Empowerment Policy (WEP). Since its inception, WED has remained committed to advancing gender equality and promoting the rights and well-being of women within the Tibetan community.

Through policy advocacy, program implementation, and active community engagement, WED works towards fostering a more gender-just and inclusive Tibetan society. It collaborates with a wide range of stakeholders to raise awareness, strengthen capacities, and support initiatives that empower women and address gender-based challenges at both institutional and community levels.

Capacity Building & Training

WED conducts participatory trainings and workshops with students, staff, community members, civil society organizations (CSOs), and monastic institutions. These initiatives aim to build awareness, strengthen understanding of gender issues, and enhance the skills needed to promote gender equality at individual and institutional levels.

Policy & Technical Support

WED provides policy guidance and technical assistance to CTA departments by supporting gender mainstreaming, conducting gender analysis, and strengthening monitoring systems. This work ensures that policies and programs are inclusive, gender-responsive, and effectively implemented

Strengthening Redressal and Survivor Support Systems

WED collaborates with key stakeholders to strengthen grievance redressal mechanisms and improve survivor-centered support services. This includes coordination with the Tibetan Women Helpline (TWH) and efforts to ensure timely, confidential, and appropriate assistance for survivors.

Campaigns and Advocacy

WED leads and supports campaigns such as the 16 Days of Activism Against Gender-Based Violence, Women’s Empowerment Month, and International Women’s Day. These initiatives aim to raise awareness, challenge harmful norms, and encourage community-wide engagement in promoting gender equality.

Research and Documentation

WED undertakes research and documentation to generate evidence and inform program development. This work helps in identifying gaps, improving service delivery, and strengthening advocacy efforts for more effective and responsive interventions.
